In recent months, Serbia has witnessed a significant student-led movement advocating for systemic reforms and greater accountability within the government. This movement culminated in the proclamation of the „Student Edict“ on March 1, 2025, in the city of Niš, symbolizing a collective vision for the nation’s future. People of all ages and from a wide range of social groups made their way to Niš to support the students‘ demands, sometimes hundreds of kilometers on foot or by bicycle.

The catalyst for these widespread demonstrations was the tragic collapse of a canopy at the newly renovated Novi Sad Railway Station on November 1, 2024, resulting in 15 fatalities. The incident was widely attributed to corruption and substandard construction practices, leading to public outrage and a demand for accountability. Students across Serbia mobilized, organizing daily protests and university blockades, marking one of the most significant political crises in the country in recent years.

The „Student Edict“

Drawing inspiration from the historic Edict of Milan, which proclaimed religious tolerance in the Roman Empire, Serbian students introduced their own „Student Edict“ as a manifesto for change. This document comprises eight key provisions:

  1. Freedom: Emphasizing that freedom is a fundamental right inherent to every citizen, serving as the cornerstone of a democratic society.
  2. State: Advocating for a state that serves the common good, where institutions operate transparently and are free from individual greed.
  3. Justice: Calling for an independent judiciary and free media to ensure equality and uphold the rule of law without political interference.
  4. Youth: Recognizing the role of young people as both heirs and defenders of Serbia, striving for a system that values effort and knowledge.
  5. Dignity: Promoting a society where every individual’s dignity is respected, and expertise is valued over obedience.
  6. Knowledge: Highlighting the importance of investing in science, education, and culture, with universities serving as independent centers of excellence.
  7. Solidarity: Celebrating national unity and the collective strength derived from shared visions for the future.
  8. Future: Committing to building a state where justice and freedom prevail, and the government serves its people.

The „Student Edict“ has resonated with a broad spectrum of Serbian society, leading to massive protests not only in Niš but also in cities like Belgrade and Novi Sad. Tens of thousands of citizens, including farmers, workers, and professionals, have joined the movement, underscoring widespread dissatisfaction with the current administration.

In response, the government has initiated an anti-corruption campaign, resulting in several arrests and high-level resignations, including that of Prime Minister Miloš Vučević. However, many protesters view these actions as insufficient, demanding more comprehensive systemic changes.

The student-led movement in Serbia represents a pivotal moment in the nation’s history, reflecting a collective desire for transparency, justice, and democratic governance. As the „Student Edict“ continues to inspire and mobilize citizens, its long-term impact on Serbia’s political landscape remains a focal point of national discourse.

he persistence and scale of the protests have attracted international attention. While the European Union has urged Serbia to combat corruption and strengthen judicial independence, global figures like Novak Djokovic and Madonna have publicly expressed support for the students, amplifying their cause on the world stage. 

As of March 13, 2025, the protests show no signs of abating. A massive rally is planned for March 15, with demonstrators continuing to call for comprehensive reforms and genuine accountability. The resilience of the student-led movement underscores a critical juncture in Serbia’s political landscape, reflecting a society’s demand for transparency, justice, and democratic integrity.
